For reference:  Having
declared their non pecuniaryinterest members may remain in the meeting
and speak and, vote on the matter in question.  A completed disclosure of interests form should be
returned to the Clerk before the conclusion of the

For reference:  Where a Member
has a disclosable pecuniary interest
he/she must leave the meeting during consideration of the
item.  However, the Member may remain in
the meeting to make representations, answer questions or give
evidence if the public have a right to do so, but having done so
the Member must then immediately leave the meeting, may not vote
and must not improperly seek to influence the outcome of the

To confirm as a
correct record the minutes of the meeting of the Council held on 26
February 2026.

To receive any
communications or announcements from the:

Ø 
Civic Mayor, to include:

Ø 
a presentation on the Believe to Achieve Celebration; and

Ø 
an unequivocal apology from Councillor Steve Darling in accordance
with the findings and sanction imposed by the Monitoring Officer,
arising out of his conduct during the Council meeting on 26
February 2026, which was found to be in breach of the
Council’s Code of Conduct for Members;

Ø 
Leader of the Council; and

Ø 
Chief Executive.

To consider the
appointment of the Overview and Scrutiny Co-ordinator and the
appointment of Scrutiny Lead Members for the 2026/2027 Municipal
Year.

To appoint the
Council’s committees, working parties, Chairs and Vice-Chairs
for the new municipal year, in accordance with Council Standing
Order A1.2(x).

To receive details
from the Leader of the Council of the composition and constitution
of the Cabinet for 2026/2027, together with the record of
delegations of Executive functions (in accordance with Standing
Order C2).

To respond to the
submitted questions asked under Standing Order A12.

To consider the
attached motion, notice of which has been given in accordance with
Standing Order A13 by the Members indicated.

In accordance with the
Constitution at paragraph F4.9, to consider a Motion requesting the
Council to formally object to the current Corporate Asset
Management Plan in respect of implications for disposals or
leases.

To consider the Cabinet’s
recommendations and a report on the above.

To consider the
Cabinet’s recommendations and a report on a proposal to
formally designate a Public Right of Way for a path running along
and off Gillard Road, Brixham.

To consider the
recommendations of the Cabinet and a report setting out the Torbay
Joint Health and Wellbeing Strategy: post consultation report
(Policy Framework document).

To consider the
submitted report which sets out the revised Code of Corporate
Governance, which forms part of the Council’s
Constitution.

To receive the
Overview and Scrutiny Annual Report for 2025/2026.

To receive the Audit
Committee’s Annual Report for 2025/2026.

To note the submitted Report setting out
details of an urgent Council decision taken by the Chief Executive
in accordance with Paragraph 1.20 of Schedule 2 to Part 3
(Responsibility of Council Functions) of the Council’s
Constitution.

To note the schedule of
Executive decisions to which the call-in procedure does not apply
as set out in the submitted Report.

To
