Ofqual stops awarding body from taking on new learners over security qualifications failures

Ofqual has stopped an awarding organisation from accepting new learners on a set of security qualifications.

The regulator has stepped in after serious concerns emerged about how door supervisor and security qualifications were being delivered by BIIAB.

It has ordered BIIAB to stop taking on new learners for the affected qualifications but has agreed that those already enrolled on courses may continue under strict controls.

Ofqual has worked with the Security Industry Authority to remove BIIAB from their course finder tool for these particular qualifications.

Amanda Swann, Ofqual’s Executive Director for Delivery, said

It’s important for public safety that people who hold these qualifications must have received the appropriate training. 

The public needs to be confident that people working in the security sector are properly qualified. 

We will not hesitate to take action where our conditions have not been met and the integrity of qualifications is at risk.

This action builds on earlier regulatory controls put in place by Ofqual for BIIAB in September 2025. Since then, BIIAB has been required to carry out additional checks before issuing results for the relevant qualifications. 

The activity reflects the seriousness of Ofqual’s concerns and its commitment to protecting the integrity of security qualifications.

All restrictions will remain in place until BIIAB demonstrates to Ofqual’s satisfaction that it is complying with its regulatory obligations.

Ofqual has today published a summary of the interim regulatory action it has taken with BIIAB. 

Ofqual’s Supporting Compliance and Taking Regulatory Action guidance sets out how it uses its powers. Previous cases can be viewed in Regulatory actions and interventions by Ofqual on GOV.UK.
