UK launches handbook to boost transnational education with Malaysia

This handbook is the first of its kind published by a foreign country in collaboration with Malaysia. It aims to strengthen transnational education partnerships between UK and Malaysian institutions.

Transnational education has long been one of the most enduring and strategically important pillars of the UK’s partnership with Malaysia. It reflects not only the international standing of the UK education system, but also a shared commitment to nurturing talent, strengthening institutions and equipping people with the skills to succeed in a fast-changing world.

This handbook is designed to support that journey. Developed by Ecctis in close collaboration with the Malaysian Qualifications Agency (MQA), supported by UK and Malaysian TNE higher education institutions, it offers clear and practical guidance on Malaysia’s transnational education (TNE) landscape. It draws on real world experience to highlight good practice, common challenges and the strategic choices that matter.

The launch comes at a key moment as Malaysia implements its Higher Education Plan 2026–2035, which aims to strengthen talent development and position the country as a globally recognised education hub. The UK’s strengths in higher education, research excellence, quality assurance and innovation align closely with these ambitions.

Deputy High Commissioner to Malaysia, David Wallace, said

The UK believes that world‑class education should be accessible without borders and without compromising on standards or integrity. This handbook gives institutions the clarity and confidence to build responsible, long‑term partnerships in Malaysia, grounded in strong governance, mutual respect and shared outcomes.

The handbook also reflects the UK government’s wider International Education Strategy, which emphasises excellence, sustainability and partnership, and reinforces the UK’s position as a trusted, responsible education partner.
