The Committee on Fuel Poverty is delighted to welcome a new member, Fallon Wilkinson, to the Committee. Fallon joins existing recent appointees, Professor Richard Fitton and Ross Armstrong, who were appointed following the departure of Anu Singh and Liz Bissett at the end of their terms. Fallon has been appointed for a 3-year term of service, beginning on 13 April 2026.

The Committee on Fuel Poverty is an Expert Advisory Committee which advises on the effectiveness of policies aimed at reducing fuel poverty, encourages greater co-ordination across the organisations working to reduce fuel poverty, and monitoring the government’s progress on its Fuel Poverty Strategy. The Committee also conducts annual research, with the current project focusing on the lived experience of fuel poor homes which have a heat pump.

Biography

Fallon Wilkinson

Fallon has worked in the water retail sector for over a decade, and currently leads Regulation and Compliance at Water Plus. Fallon is also elected Chair of the national Retailer Wholesaler Group. She has secured changes to the water retail market codes, focussed on improving the market for customers.

As a leading author of the 2013 Labour Energy Green paper on energy market reform, and 2014 Labour Energy Green paper on energy efficiency, Fallon understands the challenges facing both the energy industry, and consumers. Prior to this, Fallon worked as a Management Consultant, including working on housing and local government policy.

Fallon brings a passion for helping the most vulnerable in society. She is a Board Advisor at I Have a Voice CIC, an organisation helping young people, particularly those from underrepresented backgrounds, to engage with politics through education.

Fallon is industry nominated Director on the CMA Scotland Board, an alternate member of the Code Change Committee, and has previously been a member of the Market Performance Committee and Market Panel.
