The Ministry of Justice (MOJ) made a public call in March 2026 for volunteers to become members of an expert Advisory Panel on the use of machine learning and advanced analytics for aiding early intervention and prevention in youth justice.

The Preventative Analytics for Youth Justice Advisory Panel (PAYJAP) has been established to meet government commitments published in ‘A Modern Youth Justice Service Foundations Fit for The Future’ and ‘Cutting Youth Crime. Changing Young Lives’.

Applications to PAYJAP were open to individuals with relevant professional expertise, including from the public sector, private sector, academia, and charities. The following individuals have been selected to take up independent volunteer roles on PAYJAP

Hazel Williamson

Head of Futures Matter, Staffordshire County Council

Dr Gemma Morgan

Associate Professor of Criminology, Sociology & Social Policy, Swansea University

Professor Neal Hazel

Professor of Criminology & Criminal Justice, University of Salford

Professor Marion Oswald MBE

Professor of Law, Northumbria University & Senior Visiting Fellow at the Centre for Emerging Technology & Security, Alan Turing Institute

Harry Collins

Assistant Vice President & Senior Cyber Security Analytics Engineer, Barclays Cyber Operations

Professor Raymond Arthur

Professor of Law, Northumbria University

Professor Claire Paterson-Young

Professor of Social Justice, University of Northampton, Institute for Social Innovation & Impact

Richard Vaughan

Head of East of England, Youth Justice Board

In addition, Professor Mark Mon-Williams, Chair in Cognitive Psychology at the University of Leeds, is serving as independent advisor to the panel and has aided establishing the panel. Professor Mon-Williams will also sit on the panel in a voluntary capacity.
