Horizon Europe’s main work programme 2025 and the amended main work programme 2023-2025 have been pre-published.
The European Commission has pre-published its work programme for 2025, a key step towards achieving the research and innovation priorities outlined in the Horizon Europe strategic plan for 2025-2027.
Horizon Europe is the world’s largest research and innovation programme running from 2021 until 2027, providing over £80 billion in funding to address some of the greatest global challenges. It supports groundbreaking ideas across various fields, from curing diseases to safeguarding cultural heritage. Horizon Europe offers a unique chance for cross-border collaboration, expanding the United Kingdom’s research connections, access to funding, networks, and global talent.
The actions in the work programme for 2025 aim to contribute to three overarching, interlinked key strategic areas
- the green transition
- the digital transition
- a more resilient, competitive, inclusive and democratic Europe
The draft work programme includes specific actions under six main clusters
- Health
- Culture, creativity and inclusive society
- Civil Security for Society
- Digital, Industry and Space
- Climate, Energy and Mobility
- Food, Bioeconomy Natural Resources, Agriculture and Environment
The newly published draft information also sets out general conditions which apply to calls, such as

Horizon Europe support for Northern Ireland SMEs
