European Union and UK hold their third Counter Terrorism Dialogue in Brussels

On 4 March 2026, the third EU-UK Counter-Terrorism Dialogue, established by the UK-EU Trade and Cooperation Agreement (TCA), took place in Brussels.  

The European Union (EU) and the United Kingdom (UK) discussed a wide range of counter-terrorism issues, including assessments of the evolving terrorist threat landscape, and an exchange of best practice on the UK’s and EU’s responses to protect our citizens. This included continued cooperation in multilateral fora and in the joint advancing of our strategic priorities in key theatres. 

The EU and UK also discussed strategic approaches to countering terrorism and a range of topics related to the abuse of new technologies by terrorist groups, including preventing radicalisation online, AI, as well as engagement with the private sector and civil society in that regard.

The EU and UK jointly welcomed the productive discussions and agreed to continue these important exchanges. Both sides underlined the strategic importance of their unique relationship in addressing these challenges.

They reaffirmed their mutual commitment to continue to work closely on Counter-Terrorism, in line with shared values and as reaffirmed in the UK-EU Summit 2025 Joint Statement and Security and Defence Partnership.

On the EU side, the Dialogue was chaired by Maciej Stadejek, Deputy Managing Director for Security and Defence Policy of the European External Action Service (EEAS). The UK delegation was chaired by Jonathan Emmett, Director Counter-Terrorism in the Home Office, who was accompanied by officials from the Home Office, and the Foreign, Commonwealth and Development Office.

Representatives from the European Commission, including the EU Counter-Terrorism Coordinator, Bartjan Wegter, the Director Internal Security from the Directorate General for Migration and Home Affairs, Floriana Sipala, also joined. The delegation included a representative of the Cyprus Presidency on behalf of EU Member States.

The next Counter-Terrorism Dialogue will be held in London.
