There’s still time to have your say in two surveys to help Shropshire Council to understand what people of all ages think about accommodation based care and community based care in Shropshire. The surveys close on Sunday 17 May 2026.
The council would like to hear from:

Have your say on our new approach to accommodation-based and community-based care
Adults – including anyone who uses care or support services, attends Day Opportunities, or is thinking about future care needs
- Parent carers of children and young people
- Providers or professionals completing the survey on someone’s behalf.
People’s feedback will help the council to plan and purchase new services for the future. These services must support people to be independent, safe and in control of their lives. They must also meet the rules of the Care Act and Procurement Act 2023.
This work is part of the council’s wider transformation programme. It also supports the development of the new All Age Accommodation Based Care and Community Based Care Frameworks, which set out agreed ways of working.
What types of support are included?
The surveys ask about many types of support and services, including:
- Care at home for children.
- Supported and independent living.
- Home based care (Domiciliary Care).
- Residential care (adults).
- Telecare and equipment.
- Support for unpaid carers.
As part of the wider Community Based Care review, the council also wants to understand how services fit alongside support for carers.
- Direct Payments and Personal Budgets.
- Benefits and welfare advice.
- Support during transitions between Children’s and Adults’ services.
Respondents are invited to share what support they use, what is working well, what requires improvement, and what they may need in the future.
Why people’s feedback matters
The council is currently carrying out engagement, aiming to understand how services are experienced by people of all ages, and how future support should be designed. This insight will:
- Help shape the Accommodation Based and Community Based Support Frameworks across all ages (for example, how we purchase Care Homes).
- Identify gaps in available services.
- Improve quality and outcomes.
- Ensure services are person-centred.
- Support compliance with statutory and legal duties.
What is changing
- How the council contracts with care providers.
- The legal and governance framework used to purchase services.
- How providers join and remain part of the council’s commissioned care market.
What is not changing
- There is no reduction in services.
- There is no change to eligibility for care and support.
- People currently receiving care will continue to do so without disruption.
- Professional judgement and individual choice will remain central.
If changes to services are proposed in future, these would go through a formal consultation process with all stakeholders before any decisions are made. No changes will happen as a direct result of these surveys.

Two separate surveys are available:

- Children’s survey (to be completed by parent carers): Start Well Children’s Social Care Resident Survey.

Next steps
All feedback will be reviewed and used to inform the next stage of the framework development. Updates will be shared through the council’s website, provider forums, staff briefings and ongoing engagement activity.
