During the year, the Constabulary delivered upon its core mission – the provision of armed policing protection to civil nuclear infrastructure across England and Scotland, and to nuclear material in transit.

It was also the year that saw expansion, with the Constabulary successfully taking on the protection of four new sites of critical national infrastructure, the non-nuclear energy facilities at Bacton, Easington, Garlogie and St Fergus.

The Annual Report details the CNC’s performance against it’s Annual Business Plan, with 95% of the objectives set out fully met.

Key achievements include

  • Working with our nuclear Site Licence Company partners, delivered 100% of the annual Regulatory Evaluation Demonstration Exercises, required by the Office for Nuclear Regulation (ONR)
  • Reached full operating capability achieved at the four non-nuclear sites
  • Procurement of the new Taser 10 less-lethal weapon system
  • Providing support to the wider police service through mutual aid arrangements, with CNC officers providing protection at the visit of President Trump, President Macron and Chancellor Merz
  • Officers undertook a joint training exercise at the Channel Tunnel with Kent Police
  • Improvements to our estate, including solar panels and electric vehicle charging infrastructure
  • Implemented an apprenticeship scheme for new Authorised Firearms Officers (AFOs), supporting the next generation of highly-trained CNC officers
  • Over 80% of those on the Initial Foundation Programme passed to become newly-qualified Authorised Firearms Officers

Chair of the Civil Nuclear Police Authority, Susan Johnson OBE, said “CNC has delivered another year of solid performance with some major achievements both nationally and internationally.  Ongoing geopolitical volatility leads to increasing threats to energy security and the CNC plays a core role in securing the UK’s nuclear material. We have earned an enviable reputation for professionalism, agility and trust in our ability to deliver our core mission and expand our services into other areas of critical national infrastructure and homeland security.  The Police Authority and everyone in the Constabulary are confident and ambitious as we pursue further expansion in the years ahead.”

Chief Constable Simon Chesterman, said “I am immensely proud of what we achieved in the past year. Officers and staff contributed to our successful delivery of the core mission, the protection of our sensitive civil nuclear sites and material.

“We also demonstrated our ability to expand our protective services to new areas of critical national infrastructure, and to continue to support national policing needs.

“We are dynamic and flexible, with the whole organisation working together to meet our objectives, for this past year, and the years ahead of us.”
