Borough of Torbay (Off Street Parking Places) Amendment Order No1 2026

Decision:

To approve the proposals to
implement the car park permit detailed in the above amendment
order.

Reasons for the decision:

With the liquidation
of the Torbay Coast and Countryside Trust (TCCT), four car parks
that were previously operated under their management returned to
the responsibility of the Council. During the implementation of
“Off Street Parking Places Amendment Order No4 2025”,
it was agreed that an additional car park permit should be
introduced to operate in a similar capacity to the car park permit
previously provided by the TCCT. 

 

The permit proposed by
the Council is called the “Countryside Car Park Permit”
which will cost £85 and will be valid for a period of 12
months. This new permit will provide the same concessions similar
to the former TCCT car park permit, but with no maximum parking
period specified for Cockington Court and Cockington Cycle Hub car
parks, nor is there any restriction placed on where the permit can
be used within the same two car parks.

 

The proposals were
advertised in a Public Notice in the Torbay Weekly on
2nd April 2026, a consultation period of 21 days was
provided for members of the public to submit any objections to the
proposals, notices were also placed out on site.

 

Thirteen responses
were received in response to the proposals, all of which were in
support of the addition of a new car park permit. Eleven of the
responses also requested further changes to the scheme on the
following three grounds:

 

  • lowering the proposed
    charge to match the cost formerly used by the TCCT;
  • including Broadsands
    Car Park as an additional location where the permit could be
    used;
  • including Breakwater
    Car Park as an additional location where the permit could be
    used;
  • a combination of the
    above options.

 

The consultation
responses were reviewed by Councillor Billings on 23rd
April 2026, where the recommendation made was to proceed with the
proposals as advertised.

 

Alternative options considered:

Not to
implement the proposals, which result in customers wishing to
purchase a car park for use at the above six car parks being
limited to our current operational permits.

Implementation:

Approval of the proposals will allow Parking Services to
formally implement the car park permit with immediate
effect.

The
proposals within this Order are to implement a new car park permit
that will be valid for use at the following locations:

 

  • Ansteys Cove Car Park, Torquay
  • Berry
    Head Car Park, Brixham
  • Cockington Court Car Park, Torquay
  • Cockington Cycle Hub Car Park, Torquay
  • Higher
    Lodge Car Park, Torquay
  • Sharkham Car Park, Brixham
