The Trade Remedies Authority (TRA) has today [30 April 2026] published its plan for 2026 to 2029, setting out how it will protect UK businesses from unfair international trading practices such as dumping and subsidised imports. The plan aligns with the Secretary of State’s strategic steer for a trade remedies system that is more accessible, agile, assertive and accountable.

Pressures on the global trading system have changed significantly since the TRA was established in 2021. State intervention and subsidies are distorting global markets, with dumping and subsidy investigations initiated by WTO members doubling between 2018 and 2024. Trade remedies continue to play a prominent role in the UK’s industrial and economic policy by supporting domestic industries to compete with unfairly traded goods.

The plan is built around a clear vision to defend UK economic interests through trade remedies excellence. It sets three strategic objectives Robust Defence, Trusted Authority, and Operational Excellence. Together, these will guide how the TRA works over the next three years by delivering faster, more proportionate investigations while maintaining the quality and independence its decisions depend on.

The TRA’s four values, Dynamism, Expertise, Integrity and Openness outline how the TRA will operate responding to emerging risks with greater agility, applying knowledge and judgement across investigations, maintaining thorough and transparent analysis and drawing on diverse perspectives to make informed decisions.  

The TRA will also make it easier for UK businesses, particularly small and medium-sized enterprises, to access the trade remedies system. This includes simpler guidance and greater support throughout investigations at every stage and the launch of the TRA’s new digital Trade Remedies Service.

The TRA Plan 2026–2029 is available on GOV.UK.
