The Systems Insight Team is a cross-government unit that helps colleagues understand and respond to complex policy and delivery challenges using systems thinking.

The team developed the award-winning Net Zero Systems Tool and has a strong track record of applying systems approaches to real-world policy challenges.

We operate as an in-house consultancy, providing analysis, advice and training to colleagues across government on a cost-recovery basis.

What we do

Cross-cutting systems analysis

Policy is often designed around organisational structures and policy boundaries, while real-world challenges cut across them.

Our analysis helps teams identify interdependencies, understand risks and opportunities, and strengthen governance and delivery approaches.

Systems tools

Complex policy challenges often involve many organisations, incentives, dependencies and unintended consequences.

We develop tools like the Systems Insight Tool that help users explore how different parts of a system connect, and think through the potential impact of different policy options.

Systems training

Teams are often keen to use systems thinking but may need support to build confidence and capability.

We offer training for both beginners and more experienced practitioners, from introductions to core concepts through to deeper dives into specific systems techniques.
