A Los Angeles neighborhood is allegedly being “terrorized” by a naked local resident who, despite over 150 alleged calls to police and city officials over the years, remains at the home, making life “hell” for his neighbors.

The man, known as Greg, is accused of constantly exposing himself from a window of his home on Garden Grove Avenue, outside Reseda, and allegedly shouts obscenities, including death threats, to children and adults alike.

“The guy [Greg] goes off, sometimes 2:00 o’clock in the afternoon until 2-3 o’clock in the morning,” neighbor Ron Veto told KTLA Monday. “Everybody in the neighborhood is terrorized by this guy.”

Other residents, who asked to remain anonymous out of fear of retaliation, told NBC Los Angeles they feel like hostages in their own homes, afraid to take out the trash or walk their dogs to avoid encounters with the neighbor.

“You should be able to open your door and not have to listen to the rantings of a person who needs some serious psychological help,” another resident told NBCLA.

Neighbors claim Greg also allegedly rents several of his backyard sheds to transients.

Fed up, neighbors say Greg is not only disruptive to the neighborhood, but is also a safety hazard. Community members say they have contacted police repeatedly, reportedly between 150 and 200 times over the years, but officers have claimed there is little they can do.

“We’re told that it’s a neighborhood dispute,” Veto told KTLA. “It is hell. It’s absolutely hell.”

Neighbor Joseph Peter added, “We’re really upset and scared from this guy and they don’t do nothing.”

Documents obtained by KTLA reportedly show the homeowner, who was not specifically identified by the outlet as Greg, has been cited within the past year for multiple alleged code violations. The reported alleged violations include using the property for improper zoning purposes, unlawfully altering the interior of the building, and installing electrical wiring that was not up to code compliance. The records also indicate that the homeowner entered a plea of not guilty to the complaint.

Still fighting for peace, neighbors recently reached out to LA City Councilmember Nithya Raman, whose district includes Reseda, for help.

Raman told the local news outlets in a statement this week, “Our office has just been made aware of the situation, and we are actively looking into it. Every resident deserves to feel safe in their neighborhood, and we take these concerns seriously. It is also clear that the individual at the center of this situation is in need of serious support and services.”

“We will be in contact with the relevant city departments to ensure this matter receives the attention it warrants, and we will be reaching out to the residents involved and working to identify the appropriate next steps,” the statement concluded.

The Independent has contacted the LAPD and Raman’s office for comment.
