The appointments will contribute to a refreshed Executive Leadership Team (ELT), designed to ensure the agency is well-positioned to deliver at pace, support partners and establish the foundations for the National Housing Bank, helping to create more homes and thriving places across England.

Alison Crofton, currently Chief Property Officer, has been appointed Chief Regional Delivery Officer. In this role, Alison will lead delivery across the agency’s five regions, alongside the National Technical Capacity and Coordination Hub, helping to drive locally led delivery, supported by strong national capability.

Paul Murphy, currently Deputy Chief Risk Officer, has been promoted to Chief Risk Officer and will continue to lead the agency’s risk directorate, strengthening the agency’s approach to risk management at a critical time for housing delivery.

Both will start their new roles on 1 March. The appointment of a new Chief Financial Officer will also be made before 1 April.

Amy Rees CB, Chief Executive of Homes England, said

By confirming our new Executive Leadership Team, we are laying strong foundations to support colleagues across the agency as we transition to our new regional structure. This ensures we are ready to deliver for our partners and, most importantly, for the communities we serve. These appointments give us the leadership capacity, experience and clear focus needed for the year ahead.

Pat Ritchie CBE, Chair of Homes England, added

These appointments bring further substantial expertise and proven leadership, reflecting the calibre of talent within the Agency. The Board is encouraged by the continued strengthening of our executive team, and these roles will be important in ensuring we can move at pace and operate at the scale required. They will enable us to work more effectively with places and partners and strengthen how we manage risk, ensuring we maintain momentum as we accelerate our work on housing and regeneration across the country.

Alison Crofton, Chief Regional Delivery Officer, said

I am delighted to be appointed as Chief Regional Delivery Officer as we accelerate towards becoming a world-leading housing and regeneration agency. My focus will be on empowering locally led delivery with national solutions, bringing together place-based insight, strategic investment and delivery excellence.

In this role, I am committed to driving innovation, momentum and partnership so we can deliver homes at pace and unlock economic growth across the country.

I am delighted to be appointed to this role at such an important point in the agency’s development. Housing is a critical priority for government and for society, and being entrusted with the role of Chief Risk Officer is both a privilege and a responsibility. I look forward to continuing to strengthen our risk framework so we can support ambitious delivery while maintaining strong governance and resilience.
