Three members of the Environment Agency Board have had their second terms extended by 18 months.
Ines Faden da Silva, Stewart Davies, and Lilli Matson will each continue in post from 1 August 2026 until 31 January 2028. Ines Faden da Silva will continue to serve as Deputy Chair of the Board and Chair of the Regional Flood and Coastal Committee Chair meetings. Stewart Davies will continue as Chair of the Environment and Business Committee and Lilli Matson will continue as Chair of the Pension Committee.
The extensions have been made in accordance with the Ministerial Governance Code on Public Appointments. All appointments are made on merit, and political activity plays no part in the selection process, nor is a bar to appointment.
Biographies
Ines Faden da Silva
Ines Faden da Silva is Deputy Chair of the Environment Agency. She is a Committee Member of the Transition Pathway Initiative Centre and a member of the Expert Panel for Accounting for Sustainability. Ines was group treasurer at Tideway, the company that built London’s super sewer, where she led the £2 billion sustainable finance strategy. Prior to this, Ines worked at Citigroup, where she advised on and arranged financing for infrastructure and energy projects, and later managed a portfolio of structured assets.
Stewart Davies
Stewart Davies is Chair of OPRL Ltd, working with over 900 companies across the packaging value chain to improve resource efficiency and support the transition to a circular economy. He is also founding Chair of the Bradford Sustainable Development Partnership. Stewart’s executive career was in regulated industries, including petrochemicals, steel, cement and waste management. He has previously served as Chair of the Environmental Services Association and as a Non-Executive Director on the board of Innovate UK.
Lilli Matson
Lilli Matson has worked at Transport for London (TfL) since 2006 and is currently Chief Officer for Safety, Health and Environment, leading work to improve safety and environmental performance across London’s transport network. This includes work to decarbonise the transport network, build climate resilience, and protect the organisation’s green infrastructure, as one of London’s largest land owners. Lilli was previously TfL’s Director of Transport Strategy, setting the city’s ambitious transport and environment policy framework. A former member of the UK Government’s Commission for Integrated Transport, Lilli has been a member of the Environment Agency since 2021.
The Environment Agency
The Environment Agency is a Non-Departmental Public Body set up under the Environment Act 1995 to take an integrated approach to environmental protection and enhancement in England. It has major responsibilities in flood management, water resources and quality, climate change, land quality, chemicals, pollution prevention and control, waste, conservation and biodiversity, fisheries conservation, air quality and navigation. The Board currently comprises a Chair and eight members.
