New Chief Executive appointed to the Planning Inspectorate

Graham Stallwood has been appointed as the Planning Inspectorate’s permanent Chief Executive following an extensive and open recruitment process.  

Graham will take up the role with immediate effect, offering strong leadership and continuity following more than 6 months as the Interim Chief Executive and 3 years as the Chief Operating Officer of the Inspectorate.  

The appointment has been approved by the independent Civil Service Commission. 

Chair of the Planning Inspectorate Board, Ben Alexander, said 

“I am delighted to welcome Graham as permanent Chief Executive. Although new to the organisation myself, I am confident we have found the ideal person for the role. 

With over 25 years of experience in the planning system – including in roles such as council Chief Planning Officer – Graham brings an invaluable depth of knowledge. Beyond an impressive track record, he is a genuinely engaging leader with a real passion for planning, the Inspectorate and the vital role it plays.  

I look forward to working closely together as we focus on the ambitions of government.” 

Graham Stallwood said 

“This is an immense privilege. I care deeply about the role of planning and the important work of the Inspectorate in delivering for current and future generations.  

We are at the heart of a fair planning system, delivering the energy, water and other infrastructure the country needs and ensuring local communities are planning for their futures.  

I look forward to engaging directly with our stakeholders to meet the challenges ahead and with the incredible team we have at the inspectorate I know we are ready for what has been asked of us.”
