CR Steel Construction Limited, which held a restricted goods vehicle operator’s licence authorising one vehicle, appeared before Deputy Traffic Commissioner Giles Pengelly after DVSA identified significant concerns about vehicle maintenance, record keeping and compliance with licence undertakings.

Following the inquiry, the Deputy Traffic Commissioner found that the operator was no longer fit to hold an operator’s licence.

DTC Pengelly found repeated and serious failures in the operator’s safety and maintenance systems, including

• Vehicles not being presented for safety inspections at the declared intervals

• Ineffective driver defect reporting arrangements and missing records

• Poor tyre and wheel management, despite clear guidance from DVSA

• Inadequate response to defects identified between inspections

• Failure to provide required records to DVSA when requested

Mr. Pengelly concluded that these failings had put road safety at risk over an extended period and had undermined fair competition with compliant operators.

In addition to revoking the licence, the DTC concluded that Mr. Ridgewell had been personally involved in decisions that compromised safety and failed to implement effective systems, even after DVSA intervention. He found that Mr Ridgewell could not be trusted to comply with the regulatory regime and that disqualification was a proportionate and necessary step to protect the public and maintain confidence in operator licensing.

Deputy Commissioner Pengelly reiterated that holding a goods vehicle operator’s licence carries significant responsibilities. Operators must have effective, documented systems to ensure vehicles are safe and roadworthy at all times and must act promptly on defects and regulatory advice. Failure to do so can result in serious regulatory action, including revocation and disqualification.
