The British Embassy Manila and the UK Mission to ASEAN together with the Philippines’ Department of Education (DepEd) are strengthening their partnership to promote equitable, evidence-based use of education technology (EdTech) across the Philippines.

Supported by the UK government,  through the Foreign, Commonwealth & Development Office, and delivered through the EdTech Hub, the partnership provides DepEd with expert guidance and assistance across three key areas to improve foundational learning and build a more resilient education system

  1. The Philippines’ upcoming National EdTech Policy, in partnership with DepEd’s Bureau of Learning and Delivery, to guide the strategic use of technology for teaching and learning. The work includes piloting policy elements and establishing monitoring and evaluation mechanisms to ensure the policy remains inclusive, responsive and evidence informed. This is funded by the ASEAN-UK Supporting the Advancement of Girls’ Education (ASEAN-UK SAGE) programme.

  2. A Case Study on Climate and Learning Continuity, also in partnership with the Bureau of Learning and Delivery, explores how DepEd can better evaluate its alternative delivery modes in response to climate-related disruptions to education.

  3. EdTech Hub’s AI Observatory Ministry of Education AI Challenge, with participation from DepEd’s Education Centre of AI Research (ECAIR), through EdTech Hub’s global AI Observatory and Action Lab. The initiative supports DepEd in strengthening AI experimentation for more efficient administration and expanding AI capability across government.

The collaboration recognises the Philippines’ leadership in education technology and its commitment to ensuring every child develops the foundational skills needed to thrive.

Secretary Sonny Angara of Department of Education, Philippines said

This partnership with UK and EdTech Hub is another step to accelerate digital transformation in education to ensure our teachers and learners thrive in the modern world. This commitment reflects President Ferdinand Marcos Jr.’s vision for a Bagong Pilipinas, nurturing digital-savvy and future-ready Filipino learners who can keep pace with the world.

British Ambassador to the Philippines, Sarah Hulton, OBE said

The United Kingdom is proud to partner with the Department of Education to strengthen foundational learning and advance the Philippines’ digital transformation through inclusive, evidence-based technology. Together, we will be delivering innovative, research-driven solutions to ensure EdTech and AI are used effectively in classrooms to tackle systemic challenges. Education drives growth and this includes addressing learning loss linked to child malnutrition and mitigating the impact of climate shocks on education.

British Ambassador to ASEAN, Helen Fazey, said

The UK Mission to ASEAN is proud to support foundational learning across the region through the ASEAN-UK SAGE programme, and our work with the Philippines is a key part of this. We are working with DepEd to support a measured use of technology that is context-aligned, inclusive, and backed by evidence.

Verna Lalbeharie, Executive Director of EdTech Hub said

We are honoured to partner with DepEd to support the Philippines’ journey toward inclusive, resilient, and future-ready education systems. At EdTech Hub, we know that by embedding evidence and collaboration at the core, we can help ensure that digital transformation strengthens learning opportunities and fosters impact for all.

The partnership reflects a shared commitment to building stronger, more equitable education systems across Southeast Asia and ensuring no learner is left behind as the Philippines embraces digital transformation.
